APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM 
WATER POLLUTION CONTROL PERMIT

Activity:	
To operate and maintain an existing wastewater collection system and an 
existing 0.28 million gallons per day (MGD) oxidation ditch wastewater 
treatment system and discharge treated wastewater via Outlet No. 001 to the 
Tygart Valley River, approximately 63.8 miles from its mouth, of the 
Monongahela River.  Facilities are to serve approximately 2,800 persons or 
equivalents of in the Town of Junior and environs and the Norton-Harding-
Jimtown PSD. To accept nondomestic wastewater from the WV Army National Guard 
for subsequent treatment and disposal. Also, to incorporate the requirements 
relative to Title 33, Series 2 of the West Virginia Legislative Rules for the 
processing and disposal of sewage sludge generated by the wastewater treatment 
plant.  Sewage sludge generated and/or processed at the permittee's facility 
shall be land applied, provided that the sewage sludge shall not be applied in 
a manner that exceeds the agronomic or lifetime loading rates.  These land 
application site(s) will meet all other regulatory standards and are identified 
as follows:  Nick Gibson - Gibson Farm Field 1 and 3, located at 1661 Trinity 
Road, Belington, WV.  Also, sewage sludge generated and/or processed at the 
permittee's facility shall be transported to the City of Weston's treatment 
facility for final processing.  An antidegradation review has been conducted.  
Tier 1 protection is provided for the uses specified in Title 47, Series 2, 
Section 6 for Outlet No. 001.

	On the basis of review of the application, the "Water Pollution 
Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative 
Rules," the State of West Virginia will act on the above application.

	Any interested person may submit written comments on the draft permit 
and may request a public hearing by addressing such to the Director of the 
Division of Water and Waste Management within 30 days of the date of the public 
notice.  Such comments or requests should be addressed to:

	The public comment period begins September 06, 2017 and ends October 
06, 2017.

	Comments received within this period will be considered prior to 
acting on the permit application.  Correspondence should include the name, 
address and the telephone number of the writer and a concise statement of the 
nature of the issues raised.  The Director shall hold a public hearing whenever 
a finding is made, on the basis of requests, that there is a significant degree 
of public interest on issues relevant to the Draft Permit(s).  Interested 
persons may contact the public information office to obtain further information.

	The application, draft permit and any required fact sheet may be 
inspected, by appointment, at the Division of Water and Waste Management Public 
Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 
8:00 a.m. and 4:00 p.m. on business days.  Copies of the documents may be 
obtained from the Division at a nominal cost.
