APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-99-17 Public Notice Date: September 27, 2017 Paper: Tyler Star News The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0048861 Applicant: TYLER COUNTY PSD PO BOX 138 FRIENDLY, WV 26146 Location: FRIENDLY, TYLER COUNTY Latitude: 39:31:18 Longitude: 81:03:24 Receiving Stream: OHIO RIVER Activity: To operate and maintain an existing wastewater collection system and an existing 0.1 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 1,000 persons in the Tyler County Public Service District, including the Town of Friendly, and environs, and discharge treated wastewater, through Outlet No. 001, to the Ohio River at Mile Point 142. An antidegradation review has been conducted. Tier 1 protection is afforded for the uses specified in Title 47, Series 2, Section 6. To operate and maintain an existing wastewater collection system and an existing 0.03 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 300 persons in the Tyler County Public Service District, including the community of Bens Run, the Bens Run Industrial Park, and environs, and discharge treated wastewater, through Outlet No. 002, to the Ohio River at Mile Point 147. An antidegradation review has been conducted and Tier 1 protection is afforded for the uses specified in Title 47, Series 2, Section 6. Further, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plants. Sewage sludge generated and/or processed at the permittee's facilities shall be disposed of in the landfill cell. Business conducted: Public Service District Implementation: N/A On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information. The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days. Copies of the documents may be obtained from the Division at a nominal cost.
