APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-110-17 Public Notice Date: October 11, 2017 Paper: Webster Echo The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0037397 Applicant: COWEN PSD BOX 457 COWEN, WV 26206 Location: COWEN, WEBSTER COUNTY Latitude: 38:24:00 Longitude: 80:33:54 Receiving Stream: Unnamed Tributary/Big Ditch Run/Gauley River/Kanawha River/Ohio River Activity: To operate and maintain an existing wastewater collection system and an existing 0.50 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 5,000 persons in the Cowen Public Service District and environs, and discharge treated wastewater, through Outlet No. 001, to Long Glade Creek, approximately 1.42 miles from its mouth, of Big Ditch Run of the Gauley River of the Kanawha River. An antidegradation review has been conducted. Tier 2 protection is afforded for all parameters of concern requiring that protection. The agency made a determination that the activity will not cause significant degradation to the receiving stream. To accept nondomestic wastewater from the Webster County Landfill and First Energy Company for subsequent treatment and disposal. To incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee's facilities shall be disposed of in the landfill cell. To operate and maintain an existing wastewater collection system and an existing 0.013 million gallons per day wastewater treatment plant. These facilities are to serve approximately 520 persons at the Camp Caesar 4-H camp site and discharge treated wastewater, through Outlet No. 005, to the Gauley River, approximately 72.7 miles from its mouth, of the Kanawha River. An antidegradation review has been conducted. Tier 1 protection is provided for the uses designated in Title 47, Series 2, Section 6. Business conducted: Public Service District Implementation: Compliance shall be attained in accordance with Administrative Order No. 7752, issued the 27th day of December 2012. On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
