APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-113-17 Public Notice Date: October 05, 2017 Paper: Parkersburg News The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0084221 Applicant: CENTRAL BOAZ PSD PO BOX 127 PARKERSBURG, WV 26102-0127 Location: BOAZ, WOOD COUNTY Latitude: 39:22:11 Longitude: 81:29:53 Receiving Stream: Ohio River Activity: To operate and maintain an existing wastewater collection system and an existing 0.09 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 1,500 persons in the Central Boaz PSD and environs, and discharge treated wastewater through Outlet No. 001 to the Ohio River at Milepoint 175.7. An antidegradation review was performed. Tier 1 protection is afforded for the uses specified in Title 47, Series 2, Section 6. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee's facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Also, to acquire, construct, install, operate and maintain a line extension project to the existing sewage collection system and an upgrade/retrofit of the existing WWTP including replacement of the UV disinfection system, new telemetry, permanent generator and other minor improvements. Business conducted: Public Service District Implementation: N/A On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
