APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-138-17 Public Notice Date: December 14, 2017 Paper: Fayette Tribune The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0000167 Applicant: WVA MANUFACTURING, LLC PO BOX 248 RTE 60 E ALLOY, WV 25002 Location: ALLOY, FAYETTE COUNTY Latitude: 38:08:04 Longitude: 81:17:02 Receiving Stream: KANAWHA RIVER Activity: Operate and maintain a disposal system and best management practices for the direct discharge of untreated industrial waste and storm water runoff via Outlet Nos. 001, 002, 003, 004, and 005 to the Kanawha River near mile point 89.7. Also to operate and maintain a treatment and disposal system and best management practices for the direct discharge of treated industrial wastes and storm water runoff via Outlet Nos. 007 and 014 to the Kanawha River at Mile point 89.7. An antidegradation review has been conducted and Tier 1 protection is provided, as practicable, for the uses specified in Title 47, Series 2, Section 6. Business conducted: Manufacture of ferroalloys. Implementation: Administrative Order No. 8693 On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information. The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days. Copies of the documents may be obtained from the Division at a nominal cost.
