APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-19-18 Public Notice Date: February 22, 2018 Paper: Logan Banner The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0024678 Applicant: CHAPMANVILLE, TOWN OF PO BOX 426 CHAPMANVILLE, WV 25508 Location: CHAPMANVILLE, LOGAN COUNTY Latitude: 37:58:43 Longitude: 82:01:30 Receiving Stream: GUYANDOTTE RIVER Activity: To operate and maintain an existing 0.4 million gallons per day wastewater collection and treatment system and to discharge treated wastewater via Outlet 001 to the Guyandotte River at mile point 67.4. Facilities are to serve approximately 4,000 persons in the Town of Chapmanville and its environs. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee's facility shall be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Also, to accept non- domestic wastewater from Evans Funeral Home and Freeman Funeral Home. An anti- degradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet 001. Also, to acquire, construct, install, operate, and maintain a proposed 600,000 gallon per day upgrade to the Town's WWTP and upgrades to the Town's sewage collection system. and to discharge treated and disinfected wastewater via Outlet No. 002 to the Guyandotte River at mile point 67.4. Facilities are to serve approximately 6,000 persons in the Town of Chapmanville and its environs. An anti-degradation review has been conducted on the new plant and its increased flow. Tier 2 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet 002. Business conducted: Municipality Implementation: Compliance with the final terms and conditions of this WV/NPDES permit shall be accomplished through the implementation of Consent Order No. 8645 which became effective on the 30th day of May 2017. On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days. Copies of the documents may be obtained from the Division at a nominal cost.
