APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-30-18 Public Notice Date: April 03, 2018 Paper: Dominion Post The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0004731 Applicant: MONONGAHELA POWER COMPANY 800 CABIN HILL DRIVE GREENSBURG, PA 15601-1689 Location: MAIDSVILLE, MONONGALIA COUNTY Latitude: 39:42:36 Longitude: 79:55:36 Receiving Stream: Monongahela River Activity: To operate and maintain a disposal system and best management practices for the direct discharge of treated process wastewater, non-contact cooling water, contaminated groundwater, and storm water runoff to the Monongahela River via Outlet 002 at approximate Milepost 92. Operate and maintain an existing 0.01 MGD extended aeration sewage treatment plant, existing collection system, a tablet type chlorination system, dechlorination facilities, and all necessary appurtenances and discharge treated wastewater to the Monongahela River via Outlet 003 at approximate Milepost 91.41. Operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water into the Monongahela River via Outlets 006, 007, 009, and 010, and 011 at approximate Milepost(s) 91.66, 91.56, 91.43, 91.31, and 91.76 respectively Operate and maintain a disposal system and best management practices for the direct discharge of untreated storm water into an unnamed tributary of Crooked Run, a tributary of the Monongahela River via Outlet 012 approximately 0.9 miles from its mouth. Operate and maintain an intake system designated as Outlet 001 for the withdrawal of water from the Monongahela River and to discharge its subsequent backwash at approximate Milepost 91.51. An antidegradation review has been conducted for the expanded discharge at Outlet No. 002. Tier 2 and Tier 1 protection are afforded for the discharge from Outlet 002 for the uses specified in Title 47, Series 2, Section 6. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for all other outfalls. Business conducted: Production and distribution of electrical power. Implementation: Compliance shall be attained through Administrative Order No. 8824. On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
