AIR QUALITY PERMIT NOTICE Notice of Intent to Approve On March 13, 2017 Elementis Specialties, Inc. applied to the WV Department of Environmental Protection, Division of Air Quality (DAQ) for a permit to modify a rheological additives facility located at 1003 MacCorkle Avenue, SW in Charleston in Kanawha County, West Virginia at latitude 38.3600 N and longitude -81.26615 W. A preliminary evaluation has determined that all State and Federal air quality requirements will be met by the proposed facility. The DAQ is providing notice to the public of its preliminary determination to issue the permit as Permit R13-1847G. The following changes in potential emissions will be authorized by this permit action: Particulate Matter less than 10 microns, 23.3 tons per year (TPY) decrease; Particulate Matter, 33.9 TPY decrease; Sulfur Dioxide, 0.16 TPY increase; Oxides of Nitrogen, 5.82 TPY decrease; Carbon Monoxide, 12.79 TPY increase; Volatile Organic Compounds, 13.54 TPY decrease; and Total Hazardous Air Pollutants, 1.33 TPY decrease. This facility will become a synthetic minor for purposes of 45CSR30. Written comments or requests for a public meeting must be received by the DAQ before 5:00 p.m. on Thursday, July 19, 2018. A public meeting may be held if the Director of the DAQ determines that significant public interest has been expressed, in writing, or when the Director deems it appropriate. The purpose of the DAQ’s permitting process is to make a preliminary determination if the proposed modification will meet all state and federal air quality requirements. The purpose of the public review process is to accept public comments on air quality issues relevant to this determination. Only written comments received at the address noted below within the specified time frame, or comments presented orally at a scheduled public meeting, will be considered prior to final action on the permit.
