APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM 
WATER POLLUTION CONTROL PERMIT

The following has applied for a WV NPDES Water Pollution Control Permit for 
this facility or activity:

Activity:	
To operate and maintain an existing combined sewer collection system consisting 
of various gravity sewer line, force main, and six lift stations. The combined 
sewer collection system serves approximately 2,000 customers in the City of 
Westover and approximately 134 customers in the City of Granville and conveys 
the combined sewage to the collection and treatment facility operated by the 
City of Morgantown, WV for ultimate treatment and discharge to the Monongahela 
River (Mile Point 98.25).  Also, to operate and maintain disposal systems, best 
management practices, and the nine (9) minimum controls for the direct 
discharge of sanitary wastewater and storm water from Combined Sewer Overflow 
(CSO) Outlet Nos. C002 - C005 to the Monongahela River and C006 to Dents Run of 
the Monongahela River during wet-weather storm events when the hydraulic 
capacity of the collection system is exceeded.  An antidegradation review has 
been conducted. Tier 1 protection shall be afforded for CSO Outlets C002 - C006 
through the implementation of the City's CSO Long-Term Control Plan (LTCP).

Compliance shall be attained through Administrative Order No. 6520 and any 
amendments or superseding enforcement actions thereto.

	On the basis of review of the application, the "Water Pollution 
Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative 
Rules," the State of West Virginia will act on the above application.

	Any interested person may submit written comments on the draft permit 
and may request a public hearing by addressing such to the Director of the 
Division of Water and Waste Management within 30 days of the date of the public 
notice.  Such comments or requests should be addressed to:

	The public comment period begins June 28, 2018 and ends July 28, 2018.

	Comments received within this period will be considered prior to 
acting on the permit application.  Correspondence should include the name, 
address and the telephone number of the writer and a concise statement of the 
nature of the issues raised.  The Director shall hold a public hearing whenever 
a finding is made, on the basis of requests, that there is a significant degree 
of public interest on issues relevant to the Draft Permit(s).  Interested 
persons may contact the public information office to obtain further information.

	The application, draft permit and any required fact sheet may be 
inspected, by appointment, at the Division of Water and Waste Management Public 
Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 
8:00 a.m. and 4:00 p.m. on business days.  Copies of the documents may be 
obtained from the Division at a nominal cost.
