APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-6-19 Public Notice Date: February 21, 2019 Paper: Glenville Democrat The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0040401 Applicant: GLENVILLE, CITY OF 603 WEST MAIN ST GLENVILLE, WV 26351 Location: GLENVILLE, GILMER COUNTY Latitude: 38:56:20 Longitude: 80:50:49 Receiving Stream: LITTLE KANAWHA RIVER Activity: To operate and maintain an existing wastewater collection system and an existing 0.65 million gallons per day (MGD) sequential batch reactor wastewater treatment system and discharge treated wastewater via Outlet No. 001 to the Little Kanawha River, approximately 75 miles from its mouth, of the Ohio River. However, during emergency conditions when the Little Kanawha River level is too high to discharge via Outlet 001, the permittee discharges treated wastewater via Outlet 002 to the Little Kanawha River. Facilities are to serve approximately 9,200 persons in the City of Glenville and its environs. Also, to accept non-domestic wastewater from the Gilmer County BOE Bus Garge for subsequent treatment and disposal. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee's facility shall be disposed of at a landfill by placing the sewage sludge in the landfill cell. Tier I protection is afforded for the uses specificed in Title 47, Series 2, Section 6. Business conducted: Municipality Implementation: /Implementation/ On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
