APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-21-19 Public Notice Date: March 20, 2019 Paper: Wirt County Journal The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0041505 Applicant: ELIZABETH, TOWN OF PO BOX 478 ELIZABETH, WV 26143 Location: ELIZABETH, WIRT COUNTY Latitude: 39:03:59 Longitude: 81:23:58 Receiving Stream: Little Kanawha River Activity: To operate and maintain an existing wastewater collection system and an existing 0.15 million gallons per day wastewater treatment plant. These facilities are to serve a population equivalent of approximately 1500 persons in the Town and environs, and discharge treated wastewater through Outlet No. 001 to the Little Kanawha River of the Ohio River. Also to accept non-domestic wastewater from Matheny Whited Funeral Home and WV Division of Highways - Wirt Co. Headquarter. Tier 2 protection is afforded for all parameters of concern requiring that protection. The agency has made a determination that the proposed activity will not cause significant degradation to the receiving stream.. To acquire, construct, install, rehabilitate, operate and maintain the Prunty Street, Franklin Street, and Washington Street areas of the collection system by replacing the existing collection lines and manholes, as well as separating storm water infrastructure from the sanitary sewer system. The Town of Elizabeth also plans to remove sludge from one of the existing lagoon cells to dewater and dispose of at a local landfill. Additionally, the project proposes to rehabilitate the two lift stations including new pumps, guard rails and level control system; a wet well; valve vault, and control panels. Business conducted: Municipality Implementation: N/A On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
