APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-22-19 Public Notice Date: March 19, 2019 Paper: Hinton News The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0102776 Applicant: BIG BEND PSD PO BOX 114 TALCOTT, WV 24981 Location: TALCOTT, SUMMERS COUNTY Latitude: 37:40:47 Longitude: 80:43:07 Receiving Stream: GREENBRIER RIVER Activity: To operate and maintain operate and maintain an existing wastewater collection system and an existing 0.025 million gallons per day wastewater treatment plant. These facilities are to serve the Greenbrier Academy Girls School and discharge treated wastewater through Outlet No. 001 to the Greenbrier River, approximately 18.8 miles from its mouth, of the New River of the Kanawha River. To operate and maintain an existing wastewater collection system and an existing 0.02 million gallons per day wastewater treatment plant. These facilities are to serve the Pine Hill Subdivision and discharge treated wastewater through Outlet No. 002 to an Unnamed Tributary, approximately 0.1 miles from its mouth, of Howard Creek of the Greenbrier River of the New River of the Kanawha River. An anti-degradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet Nos. 001 and 002. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plants. Sewage sludge generated and/or processed at the permittee's facilities shall be disposed of by a registered septage hauler. Business conducted: Public Service District Implementation: N/A On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
