APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-39-19 Public Notice Date: May 08, 2019 Paper: St Mary's Oracle The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0000787 Applicant: CYTEC INDUSTRIES INC. #1 HEILMAN AVENUE WILLOW ISLAND, WV 26134 Location: WILLOW ISLAND, PLEASANTS COUNTY Latitude: 39:21:29 Longitude: 81:18:59 Receiving Stream: Ohio River Activity: Operate and maintain treatment and disposal systems and best management practices for the direct discharge of treated process wastewater, sanitary wastewater, contaminated groundwater, storm water runoff, non-contact cooling water, boiler blowdown, and wastewater from the sludge impoundment and the ash impoundment areas through Outlet 001 into the Ohio River at Milepoint 161.7. Also to acquire, construct, install, operate and maintain all necessary appurtenances (process wasterwater, non-contact cooling water, reverse osmosis reject water, and green sand filter backwash) to manufacture P2930 hindered amine light stabilizers. Wastewater from the new process will be treated and discharged via the Outlet 001 WWTP directly to the Ohio River. Also to acquire, construct, install, operate and maintain all necessary appurtenances (process wastewater) to expand the HALS product line (CYASORB 3346, 3529, 4593, and additional triazine/HALS blends such as 4611). Wastewater from the new process will be treated and discharged via the Outlet 001 WWTP directly to the Ohio River. Also to operate and maintain disposal systems for the direct discharge of untreated backflushes from the intake well water piping through Outlets 003 and 004 into the Ohio River at Milepoints 161.45 and 161.0 respectively. Also to operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water runoff and other (leachate) wastewater near the old fly ash pond through Outlet 007 into the Ohio River at Milepoint 161.2. Also to operate and maintain disposal systems and best management practices for the direct discharge of treated sanitary wastewater, non-contact cooling water, and untreated storm water through Outlet 008 into Cow Creek approximately 0.16 miles from the mouth of the Ohio River. Also to operate and maintain a disposal system and best management practices for the direct discharge of untreated storm water runoff and other (leachate) wastewater from Oxbow Lake through Outlet 011 into Cow Creek approximately 0.16 miles from the mouth of the Ohio River. Also to operate and maintain a disposal system and best management practices for the direct discharge of untreated storm water runoff from old landfill GG-3 through Outlet 012 into Cow Creek approximately 0.12 miles from the mouth of the Ohio River. An antidegradation review has been conducted. Tier 1 protection is provided for the stream uses specified in 47 CSR 2, Section 6. Business conducted: The facility is engaged in the manufacture of specialty chemicals, surfactants, catalysts and urethane chemicals. Implementation: N/A On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
