APPLICATION FOR A WEST VIRGINIA NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT Public Notice No.: L-84-19 Public Notice Date: August 15, 2019 Paper: Dominion Post The following has applied for a WV NPDES Water Pollution Control Permit for this facility or activity: Appl. No.: WV0100323 Applicant: BLACKSVILLE, TOWN OF SEWAGE DEPT PO BOX 267 BLACKSVILLE, WV 26521 Location: BLACKSVILLE, MONONGALIA COUNTY Latitude: 39:43:25 Longitude: 80:12:04 Receiving Stream: Dunkard/Monongahela Activity: To operate and maintain an existing wastewater collection system and an existing 0.05 million gallons per day wastewater treatment plant. These facilities are designed to serve a population equivalent of approximately 500 persons in the Town of Blacksville, a portion of the Wayne Township in the Commonwealth of Pennsylvania, and environs, and discharge treated wastewater through Outlet No. 001to Dunkard Creek, approximately 21.3 miles from its mouth, of the Monongahela River. An antidegradation review was completed and Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6. Business conducted: Municipality Implementation: N/A On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information. The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
