WEST VIRGINIA DEPARTMENT OF ENVIRONMENTAL PROTECTION PUBLIC INFORMATION OFFICE 601 57 STREET CHARLESTON, WEST VIRGINIA 25304 PUBLIC NOTICE PUBLIC NOTICE NUMBER: KC-03-19 PUBLIC NOTICE DATE: September 26, 2019 PAPER: Mineral Daily News Tribune Alliant Techsystems Operations LLC Allegany Ballistics Laboratory (ABL) Plant 2 210 State Route 956 Rocket Center WV 26726 EPA Facility ID#: WVO170023691 PURPOSE OF THIS NOTICE: The West Virginia Department of Environmental Protection (WVDEP) is announcing its proposed decision in a Statement of Basis (SB) for environmental remediation at the Alliant Techsystems Operations LLC’s Allegany Ballistic Laboratory (ABL) Plant 2 Facility (WVO170023691). The proposed remedy consists of aggressive source removal (soil removal and in situ treatment), groundwater monitoring, and institutional controls (ICs) for land and groundwater use. FACILITY DESCRIPTION: ABL Plant 2 Facility covers an area of 56 acres in Mineral County in the northeastern part of West Virginia and is separated from Allegany County, Maryland, by the North Branch Potomac River. The Facility is a contractor owned and operated installation for the development and manufacturing of rocket motors, warheads, and munitions for the Department of Defense. The Administrative Record (Index of Information Repository Documents), which contains all the information considered in WVDEP’s proposed decision, is also available. COMMENT PROCESS: Persons wishing to comment on WVDEP’s proposed decision must submit comments to WVDEP within the 30-day comment period ending on October 27, 2019. Interested persons may also request a public hearing on this proposed remedy. All comments and/or requests for a hearing must be submitted in writing via mail, fax, or e-mail to the WVDEP Project manager, Kenan Cetin, as listed above. All comments will be considered in making a final decision on the proposed remedy.
