No.: WV0000078 Applicant: UNION CARBIDE CORPORATION PO BOX 8361 SOUTH CHARLESTON, WV 25303 Location: SOUTH CHARLESTON, KANAWHA COUNTY Latitude: 38:22:14 Longitude: 81:40:56 Receiving Stream: KANAWHA RIVER Activity: Operate and maintain a disposal system and best management practices for the direct discharge of untreated non-contact cooling water, stormwater and other wastewater (firewater, maintenance and testing, city water and steam condensate) via outlets 014, 015, 017, 023, and 076; untreated storm water runoff via Outlets 012, 025, 049, 050, 052, 057, 061, 063, 064, 071, 074, 079, and 081; and untreated storm water runoff from tank dike discharge via Outlets 062, 083, 084, 085, 087, 088, 089, 090, and 092 into the Kanawha River between mile points 55 and 56. Also to operate and maintain an intake system (Outlets INT1 and INT2) for the withdrawal of water from the Kanawha River. An antidegradation review has been conducted and Tier 1 protection is afforded for the uses specified in 47 CSR 2, Section 6. Business conducted: Specialty organic chemicals manufacturing facility. Implementation: Compliance shall be attained in accordance with Administrative Order Nos. 7584 and 9863. On the basis of review of the application, the "Water Pollution Control Act (Chapter 22, Article 11-8(a))," and the "West Virginia Legislative Rules," the State of West Virginia will act on the above application. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Comments received within this period will be considered prior to acting on the permit application. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s).
